Cotton, soy and potatoes are currently being used to make plastics for food products and some wrappings for CD's and DVD's. These will break down in 6 weeks in a commercial composting facility... However most Plastic cups don't go to a compost facility. That said under less than optimal conditions like those found in landfills these cups should break down in 5 to 10 yrs. Not great but a damn sight better than the thousands that regular plastic takes. Veggie plastic-- always a better choice.

I think that intensive farming methods is key here. Terracing and hydroponics would be two ways to get more food production started.
